Welcome to Transform Monroe!

As a priority recommendation of Forward Monroe (the city’s land use and transportation plan adopted in 2018), this exciting project will make the city’s land use tools and processes more functional and predictable. Transform Monroe will be a completely new Unified Development Ordinance (UDO). It will ensure consistency with the land use plan and help Monroe realize its vision as a dynamic and progressive city that is a great place to live, work, and visit.

Transform Monroe will be a single document that provides a blueprint for how the city’s physical environment will change over time. The process includes reviewing the current UDO for consistency—with Forward Monroe and with sections of the existing code. This review includes things like parking, landscaping, and many of the elements that will shape how the city looks in the years to come.

We want to hear from you! Throughout the process, we will ask the public and stakeholders to weigh in on important components of the new UDO. The new UDO is expected to be completed by June 2020, but some items will be updated and adopted along the way. Thank you for your interest in this important process. Chapter 160D: North Carolina General Statutes

The new Chapter 160D, of the North Carolina General Statutes, consolidates city enabling statutes for development regulations (existing currently in Chapters 153A and 160A) into a single, unified chapter. Chapter 160D places these development regulations into a more coherent and easy to follow organization. While 160D doesn’t make any major changes regarding the authority granted to local governments, it does provide clarifying amendments and reforms that will need to be incorporated into local development regulations, such as Transform Monroe’s new Unified Development Ordinance (UDO).

Chapter 160D is effective now, but local governments have until July 1, 2021 for the development and adoption of amendments to conform local ordinances to 160D. All city zoning, subdivision, and other development regulations will need to be updated by that date to conform to the new law The required amendments are being built into the new UDO concurrently and will be discussed with the public and stakeholders of Monroe.
